1. Open and close the Power Plants menu
   
2. Open and close the Rewards & Opportunities menu
   
3. Open and close the Garbage Disposal menu
   
4. Open the Landmarks menu
   

When you open the Landmarks menu, you'll find that ALL the buildings in SimCity 3000 are now available.

Everything is free - except bulldozing and budget

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "i am weak" in the console window.

A new petitioner offers $250,000 donation

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "call cousin vinnie" in the console window.

Change fresh water into salt water

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "salt on" in the console window.

Receive a SimCastle to place in your city

Enable "A new petitioner offers $250,000 donation" cheat and refuse Cousin Vinnie's offer. Then press [Ctrl] + [Shift] + [Alt] + C during game and type "zyxwvu" in the console window.

Change salt water to into fresh water

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "salt off" in the console window.

UFOs terrorize city

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "UFO Swarm" in the console window. (Note: To enable cheat, set "Disaster" to "UFO".)

Birds fly around city

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "the birds" in the console window.

Make city terrain rise one tile

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "terrain one up" in the console window.

Make city terrain rise ten tiles

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "terrain ten up" in the console window.

Make city terrain fall one tile

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "terrain one down" in the console window.

Make city terrain fall ten tiles

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "terrain ten down" in the console window.

All garbage buildings are available

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "garbage in, garbage out" in the console window.

All ordinances are available

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "i love red tape" in the console window.

Make a deal with a neighbor

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "lets make a deal" in the console window.

All power plants are available

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "power to the masses" in the console window.

All water buildings are available

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "water in the desert" in the console window.

Transform a low-tech industry into a high-tech one

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "nerdz rool" in the console window.

Stop advisors from giving you advice

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "stop forcing advice" in the console window.

Get the Simoleans

Press [Ctrl] + [Shift] + [Alt] + C during game. Then type "fund" in the console window.

Load grayscale picture as terrain

Get all rewards and opportunities
